The law is strict on hair styles because otherwise hair could become de facto clothing. It’s the same with towels or anything else to cover yourself.
Belts are only allowed for special purposes; for example policewomen. Anything else is illegal. You will probably not be stopped for a thin waistband, as long as it is well away from your genitalia; but it is technically against the law.
